Headcount is simple: you have 10 people on the team. But if five of them are part-time, you don't have 10 people's worth of work capacity. FTE gives you the real number by converting part-time hours into full-time roles. It's the difference between knowing how many bodies you have and knowing how much work you can actually get done.
